"SALVEMOS AL RIO URUGUAY" - PROCLAMA
Venimos a abrazar a nuestro río, a defenderlo, a caminar sobre este puente ratificando lo que decimos y luchamos hace casi 6 años: EL GOBIERNO URUGUAYO MIENTE, BOTNIA CONTAMINA. En cada paso gritamos: NO AL SAQUEO, LA DEPREDACIÓN Y LA CONTAMINACIÓN de nuestros recursos naturales, SI A LA VIDA!
Los invasores imperialistas admiten en sus informes, que han volcado miles de toneladas de contaminantes de reconocida toxicidad en los primeros meses de actividad; y al mismo tiempo, pagan una campaña mediática para lograr confundir a la opinión pública, a través de la mentira y el engaño.
Pero la realidad es que el pasado 26 de enero las emisiones de la pastera invadieron nuestros hogares, en toda la región se percibió el olor penetrante y tóxico característico del sulfhídrico, evidenciando con un nuevo hecho, la contaminación transfronteriza. Mientras tanto, la empresa mentía impunemente refiriéndose a supuestos límites permitidos y que no afectan la salud, negando el episodio contaminante.
Al poco tiempo, en la mañana del 4 de febrero, otro desgraciado hecho, desnuda la mentira: una mancha blanca de más de 10 km, nunca antes vista en el río Uruguay, nos deja conmocionados; las imágenes impactaron a nuestro pueblo. El 27 de febrero una gran explosión en la planta, confirma la inestabilidad y peligrosidad del emprendimiento; en esta oportunidad fueron roturas de vidrios, olores nauseabundos y excesivo humo en la zona; la próxima vez puede cobrarse nuestras vidas.
Si bien es evidente el paulatino y progresivo daño que BOTNIA provoca, aún no se hicieron públicos los resultados fehacientes de lo que ocurrió en aquellos días y estos fueron reclamados de todas las maneras posibles por nuestra comunidad. No sólo somos rehenes del Gerente General de BOTNIA Ilkka HAMALA , no sólo nos condenó a muerte el Banco Mundial, no sólo nos someten a la injusticia de los hechos consumados, sino también al silencio cómplice que la empresa necesita ¿Cuántos “incidentes” de BOTNIA hacen falta para que reconozcan nuestros argumentos?
Una vez más le decimos al mundo, que Finlandia es culpable, que contamina nuestra tierra, nuestro río, nuestros derechos y que este pueblo no se detendrá hasta que BOTNIA se vaya, hasta que se la lleven a Finlandia, de donde nunca tendría que haber venido.
Repudiamos al Sr. Tabaré Vázquez por violador; por ser responsable de las innumerables violaciones del Tratado del Río Uruguay, por ser traidor a su pueblo y a toda Latinoamérica. Lo repudiamos porque pese a sus discursos progresistas nuestros hermanos uruguayos no pueden expresarse en su propio territorio por la censura y tergiversación de la información en manos de su gobierno. Repudiamos a los serviles funcionarios del gobierno uruguayo y de la empresa invasora por exacerbar, con cada una de sus declaraciones, la discordia que BOTNIA generó entre dos pueblos hermanos al instalarse de manera inconsulta, utilizando la necesidad de nuestra gente.
Al gobierno nacional le exigimos coherencia, medidas concretas que solo requieren la voluntad política de nuestra Sra. Presidenta: la aplicación inmediata del artículo 610 inciso h) del Código Aduanero, para impedir que esta empresa ilegal se abastezca de químicos, combustible, madera y demás insumos argentinos; que impida la circulación de barcos con sustancias altamente tóxicas por nuestro río Uruguay; que se manifieste contrarrestando la campaña fraudulenta que BOTNIA, pagando, ha instalado en medios de comunicación argentinos. Le exigimos que los funcionarios de la Secretaría de Ambiente y Desarrollo Sustentable se ocupen de resolver los graves problemas ambientales que tenemos a lo largo y ancho del país en vez de abocarse a la organización del Congreso Forestal Mundial, el cual FINLANDIA financia y asesora, en miras de conformar “LA REGIÓN FORESTAL CELULÓSICA”; con nuestra Secretaría de la Producción reuniéndose con delegaciones oficiales finlandesas, mientras los piratas envenenan el agua que toman y el aire que respiran nuestros gurises.
A nuestro gobierno le pedimos que publique los datos reales, no las declaraciones sin sentido del ministro de Justicia, sino lo que verdaderamente BOTNIA arrojó en los incidentes ocurridos en el río Uruguay, porque nos asiste el derecho, y porque es cruel y perverso no conocer lo que bebemos y respiramos.
Y le exigimos que cumplan con un plan de contingencia efectivo, para contrarrestar las consecuencias permanentes surgidas del funcionamiento de BOTNIA, las cuales serán proporcionales al incremento de su producción. No queremos control ni monitoreo, queremos que se vaya; y en ese camino queremos saber que hacer cuando una nube tóxica nos sorprende en la calle o una mancha se extiende por nuestro río.
Desde Gualeguaychú y los pueblos de la Cuenca, le decimos a esta fábrica de la muerte que jamás le daremos licencia social para funcionar, que la vigilamos atentos, para recordarle al mundo que no la queremos y que ARROYO VERDE es el lugar que democráticamente eligió nuestro pueblo para resistir.
Ante la avanzada de los intereses económicos que pretenden venderle madera entrerriana a BOTNIA, responsabilizamos al Sr. Gobernador y a la Legislatura Entrerriana, por la plena vigencia de la ley provincial de la madera, conquista de la lucha social del pueblo de Gualeguaychú; y a su vez le decimos al Sr. Gobernador y a todos aquellos funcionarios que han desprestigiado nuestra lucha, que vamos andando por algo mucho más grande y justo que los intereses políticos que puedan privilegiar, nuestra lucha es por el derecho primero a la vida y por ello seguiremos andando incansablemente, más allá de lo que diriman en la Haya los estados, nuestros pueblos seguirán caminando hasta que volvamos a abrazarnos, argentinos y uruguayos, para celebrar que BOTNIA se ha ido.

"LET´S SAVE THE URUGUAY RIVER" PROCLAMATION.
We have come to embrace our river, to defend it, to walk on this bridge ratifying what we state and have struggled for almost 6 years now: THE URUGUAYAN GOVERNMENT LIES, BOTNIA CONTAMINATES. In every step we have taken, we shout: NO TO THE SACKING, THE DEPREDATION AND THE CONTAMINATION of our natural resources, we say “YES TO LIFE!”
The imperialistic invaders admit in their reports that they have overturned thousands of tons of polluting agents of well-known toxicity in their first months of activity. And at the same time, they pay a mass media campaign to be able to confuse the public opinion, through lie and deceit. But the reality is that on the last 26th of January emissions of the pulp mill invaded our homes, the penetrating and toxic scent characteristic of the sulphidric acid was perceived all over the region, showing the cross-border contamination through a new fact,. Meanwhile, the company lay with impunity talking about the allegedly allowed limits which do not affect health, denying the polluting episode.
Soon afterwards, in the morning of the 4th of February, another wretched event, uncovered the lie: a white spot of over 10 km long, never seen before in the Uruguay River, shocked us; the images had an impact on our town. On the 27th of February a great explosion in the plant confirmed the instability and danger of the enterprise. In this opportunity there was glass breakage, nauseous smells and excessive smoke in the area. Next time it can take our lives.
Although the gradual and progressive damage that BOTNIA causes is evident, the reliable results of what happened on those days have not been made public yet in spite of the fact that our community demanded them in all possible ways. Not only are we hostages to the BOTNIA General Manager Ilkka HAMALA, not only did the World Bank sentence us to death, not only do they submit us to the injustice of the accomplished facts, but also to the accompliced silence that the company needs. How many more BOTNIA “incidents” are needed for them to finally admit our arguments?
Once again we tell the world that Finland is guilty, that it contaminates our land, our river, our rights and that the people here will not stop until BOTNIA goes away, until they take it to Finland, from where it should never have come.
We repudiate Mr. Tabaré Vázquez for being a violator; for being responsible for the innumerable violations to the Treaty of the Uruguay River, for being a traitor to his people and all Latin America. We repudiate him because, in spite of his progressive speeches our Uruguayan brothers cannot express their views in their own territory because of the censorship and distortion of the information carried out by their government. We repudiate the servile civil servants of the Uruguayan government and the invading company for exacerbating, with each of its declarations, the discord that BOTNIA brought about between two sister towns when settling up in an inconsiderate way using the needs of our people.
We demand coherence and concrete measures from the national government, which only require our Mrs President´s political will: the immediate enforcement of article 610 item h) of the Customs Code, to prevent this illegal company from being supplied with Argentinean
chemicals, fuel, wood and other raw materials; to prevent the circulation of boats loaded with highly toxic substances along our Uruguay River; to pronounce themselves to resisting the fraudulent paid campaign that BOTNIA has started in the Argentinean mass media. We demand the civil servants of the Environment and Sustainable Development Secretary to really solve the serious environmental problems that there are all over the country instead of committing themselves to the organization of the World Forest Congress, which FINLAND finances and advises, with the purpose of starting “THE CELLULOSE FOREST REGION”; with our Production Secretary meeting Finnish official delegations, while the pirates poison the water our gurises (children) take and the air they breathe.
We ask our government to publish the real data, not the minister of Justice´s senseless declarations, to declare exactly what BOTNIA threw away to cause the incidents in the Uruguay River, because it is our right and because it is cruel and perverse not to know what we drink and breathe. And we demand them to fulfill an effective contingency plan to resist the permanent consequences arisen from the operation of BOTNIA, which will be proportional to the increase of their production. We do not want any control or surveilling, we want it to go away; and in this way we want to know what to do when a toxic cloud surprises us in the street or a spot extends along our river.
From Gualeguaychú to the towns in the River basin, we tell this factory of death that we will never give it social license to work, that we will ernestly watch it, to remind the world that we do not want it and that ARROYO VERDE is the place that our town has democratically chosen to resist.
To face the outpost of the economic interests that try to sell wood from Entre Ríos to BOTNIA, we make Mr. Governor and the Legislature from Entre Ríos responsible for the full enforcement of the provincial wood law, the success of the social fight of the town of Gualeguaychú; and also, we tell our Mr. Governor and all those civil servants who have discredited our fight, that we are going for something much greater and right that the political interests can privilege, our fight is for the primary right to life and for that reason we will continue untiringly moving on, beyond what the states settle in The Hague, our people will continue moving on until we, Argentineans and Uruguayans, embrace each other again to celebrate that BOTNIA has gone away.
